- PSHEA Policy (Protection from Sexual Harassment, Exploitation, and Abuse)
- Anti-Fraud Policy
- Travel Guideline
- IT & Cyber Security Policy
2. Objectives of the Assignment
- To develop a comprehensive PSHEA Policy that establishes a zero-tolerance approach to sexual harassment, exploitation, and abuse.
- To design an Anti-Fraud Policy that provides mechanisms for prevention, detection, reporting, and response to fraudulent activities.
- To formulate an IT & Cyber Security Policy that ensures proper use of digital systems, data security, privacy protection, and responsible technology practices.
- To develop a comprehensive Travel Guideline that ensures safe, efficient, and cost-effective travel arrangements for all staff and stakeholders & establish clear guidelines and standards for domestic and international travel in alignment with organizational values and budgetary considerations.
The consultant will be expected to:
- Review existing organizational documents, practices, and relevant legal frameworks.
- Consult with key stakeholders (youth leaders, staff, board members, and relevant partners).
- Draft three separate policies:
- PSHEA Policy
- Anti-Fraud Policy
- IT & Cyber Security Policy
- Travel Guideline
- Present draft policies to the management/board for feedback.
- Finalize policies incorporating feedback and best practices.
- Provide an orientation/training session for staff and youth leaders on the new policies.
- Inception report with methodology and work plan.
- Draft versions of the three policies.
- Final policies (PSHEA, Anti-Fraud, IT, Travel) approved by the organization.
- Orientation/training session report and materials.
The consultancy is expected to be completed within 20 days starting from 24.8.2025 to 12.09.2025.
6. Required Qualifications
The consultant/firm should have:
- Proven experience in policy development for NGOs/youth-led organizations.
- Strong knowledge of safeguarding, governance, and accountability standards.
- Expertise in IT governance, fraud prevention, and organizational risk management.
- Excellent facilitation and consultation skills.
- Strong writing and communication skills in English (and Bangla if needed).
The consultant will report to Fahmida Haque Nishi, Executive Director and work closely with the Policy Development Committee/EC Committee.
8. Payment Terms
- Payment will be made in installments against deliverables:
- 30% upon submission of inception report and work plan.
- 40% upon submission of draft policies.
- 30% upon submission of final approved policies and orientation session.
Interested consultants/firms are requested to submit:
- CV/organizational profile with relevant experience.
- A short technical proposal (approach and methodology).
- Financial proposal (consultancy fee, Vat, Tax and other costs).
- At least two references of similar previous work.
